Future Capital Improvement Plan
From 2016 to 2019 the City of Lowell participated in the State of Michigan Stormwater Asset Management Grant Program (SAW).  During this time, the City's Stormwater and Sanitary Sewer Systems were assessed and analyzed through a number of different mechanisms.  This helped us determine the dependability of our systems and determine where improvements need to be made. 

In addition to this, the City conducted an assessment of our water distribution system to determine the criticality of that system and assess where improvements needed to be made for that system. 

The City has developed a list of proposed improvements from 2020 to 2030.  Please click here to see where these improvements are being proposed. 

Listed here is the Water Asset Management Study that was completed.  

Also featured is the future water and sewer rate analysis to determine what rates need to be set at in order to make the necessary improvements to the system.
