In the Fall of 2018, the Lowell City Council commissioned a study pertaining to the consideration of a City Income Tax.  Great Lakes Economic Consulting consisting of former State Treasurer Bob Kleine and Mitch Bean, former Director of Michigan House Fiscal Agency,  a non partisan agency of the Michigan House of Representatives conducted this study.  To read the full report, please click here.
